In 2008, Fullness Christian Social Enterprise Limited ("FCSE") was established as a commercial-based subsidiary of Fullness Christian Vocational Training Centre, a locally registered charitable organisation with a Christian background, which operated three hair salons in Hong Kong: Fullness Hair Salon, Supporter Hair Salon and 100% Fullness Hair Salon. Unlike most non-governmental organisation ("NGO") social enterprises, the FCSE was the first local social enterprise to use a corporate legal form to raise capital from outside investors. The FCSE had a strong mission to address social problems, specifically by providing employment and training opportunities to ex-offenders and unengaged youngsters. Without strong financial support from its NGO parent, the FCSE operated on a commercial basis in order to stay competitive and maintained financial sustainability while being successful in achieving its social agenda. The FCSE used its governance practices and market-based performance measurement systems in order to maintain this balance and address the interests of shareholders and other stakeholders.
